I freaking loved this. It's rare to find a 'relationship' fic that doesn't compromise the characters, and this really lets them shine through. (I don't know West Wing, but I do really like the character of Kate as written here (if that makes sense).)
I love the way you write Prentiss (yay!), I love the way you incorporate both characters' lives into their story, and I love this:
Can we do this? Are we strong enough? Will I hurt you like other people have hurt me? Will you look at me one day and forget why you love me?
